Generally a U.S. citizen may petition for a parent who entered the country lawfully and with inspection to adjust status to become a Lawful Permanent Resident (to get a "Green Card"). This is true even if the parent may have long overstayed her initial visa. If the parent did not enter the U.S. lawfully and with inspection, then a more complete analysis of eligibility, options and strategies becomes necessary. There really is no substitute for consulting with an immigration attorney who, after learning all of the relevant details, could provide advice and legal representation in the often complex application process.
