Can my girlfriend come back to the US so we can get married?

You should probably wait a bit before inviting her back. Then once she is here, you should wait a couple of months before getting married. You should consult with an experienced immigration lawyer before making any plans to discuss the best timing of the events in question.

If I got my US citizenship 2 years ago and I have a 9 year old son in the Philippines, how can I petition him?

You will need to submit an i-130 to USCIS to petition for your son along with proof of your citizenship and relationship to your son, such as birth certificates, marriage certificates, passport, etc. If the petition is approved, it will be sent to the National Visa Center for further processing of his immigrant visa application, civil documents, and affidavit of support before he is finally scheduled for an visa interview at the US consulate in Manila.

If you are still within the period of time stamped on your I-94 card and the I-129 petition is filed before the end date, you should be able to change status without leaving the US.
