If your application was denied merely because you failed to provide requested documentation, then you can reapply immediately and provide the documentation that was requested. If your application was denied due to a finding that you lacked good moral character because of willful failure to pay child support, your chances may be better if you applied after you have had a history of payments for at least 1 year. Did you have any extenuating reasons why you did not pay child support?

You don't provide much information. If you entered the US on an immigrant visa, and they stamped your passport as a permanent resident, it usually takes 3-4 weeks for your green card to be issued.

It's possible. But, there's also the possibility that USCIS may accuse your fiancee of committing visa fraud if they believe she had a preconceived intent to remain permanently when she entered the US with a nonimmigrant visa.
