A Lawful Permanent Resident ("Green Card" holder) who is in the process of applying to become a naturalized U.S. citizen, must identify to the USCIS all citations, arrests, convictions and similar matters, regardless of the state in which that occurred, but that would not include merely being detained at a traffic checkpoint. Some immigration law firms, including mine, offer legal services on a "flat fee" basis so that a client will know the total expense from the very beginning, and a few immigration law firms, including mine, offer an initial consultation free of charge. Hello. There is no rule on waiting six months if her divorce is final. However, there are several immigration issues with coming here "intending" to marry a US citizen(assuming she comes as a tourist). We process these cases all the time.
