Not enough information, but if you are a US citizen and you have the approved I-130, but he cannot file for his adjustment of status, then the next step is to apply for the visa at his home consulate. Please note that depending on his manner of entry, immigration and criminal violations, that he will need a waiver for these violations.

That type of application, with a very long quota can easily take a year or longer. Normally, you'll get a receipt, though, within 60 days. The receipt let's you know it's in the system and provides information on how to check the status.

Whether you have a part-time or full-time H-1B, you already have a cap number and are not required to go through the lottery process again to renew, get an extension, or have a full-time H-1B.
