The processes are separate and run by different agencies of our government.  An approved PERM only indicates there are no US workers available to fill the position.  The question on your personal qualifications for the position are addressed when the petition is considered, and educational equivalency is always an issue.

Can I get E1 visa just by buying an existing US company that operates locally, e.g. a restaurant?

There are multiple requirements for obtaining an E1/E2 visa.  The investor visa is actually the E2 visa (E1 is for those engaged in international trade).  The investment requirement can be met through purchase of an existing business, but the other requirements of the visa would still have to be met as well.  For example, you must be from a country with a treaty on the subject.  Your participation in the business has to be substantial (it cannot be a passive investment).  There are other requirements too.  You should consult with an attorney before making such an investment.
