If they plan to get married, they should get married outside the US and the permanent resident than files I 130. Right now the priority date is current, but it doesn't mean it will remain so. Your friend should meet with an immigration lawyer.

Yes, that's all possible. If she comes here for a visit, and you all decide to marry once she's here with you, and you're a USA citizen and she's not inadmissible, then surely you can file and she can stay.
