Best wishes with your plans to become married. The fact that your fiance is only 17 years old will not stand in the way of succeeding with a K-1 non-immigrant visa that will allow her to come to the U.S. to marry you, and after the wedding you would be able to apply for her to "adjust status" to become a Lawful Permanent Resident (to get a "Green Card"). Regrettably, however, the K-1 visa will not form a basis for her parents to come to the U.S. to attend the wedding, and so if they would like to attend your wedding they would need to apply for another type of visa, such as a Visitor's Visa.
