Many thanks for your inquiry. The way it works is that when he goes for his interview at the consulate, they will put him in front of what's called a special panel. The panel will decide whether or not he actually has a drinking problem or whether these were isolated incidents. With regard to your query, it is difficult to tell you whether or not the visa will be denied as that is a determination that is left to the panel. Of course, there is no substitute for hiring a qualified immigration law professional to assist your fiance with regard to his issue at the US consulate abroad.
