If you are in the U.S. and in-status (B-1/B-2) you can certainly file to extend or change your non immigrant visa status. However, the query is what to change it to. If you are changing to a work visa that would be hard since there are few classifications that would be available. If it is a student visa you are seeking, then you can try to change in the U.S. or take the I-20 to the Consulate abroad for a stamping. There are many nuances to the information you seek and it is a good idea for you to consider enlisting the services of a qualified immigration lawyer or legal counselor.

I was denied entry to the US nine years ago at the border. I know they will ask me about this, will I be able to cross now?

If you were merely denied entry because of immigrant intent, that would not prevent you from applying for admission again at the border (in this case, at the airport in Palm Springs) at another time.  If you have a travel itinerary for your travels in the US, that will help the border agent confirm you are in fact coming as a tourist.

Change of status

The difficulty with your situation is that you cannot just apply for a change of status without again applying for the H-1B petition as there is no separate form for change of status as there was in earlier days. Perhaps you may be able to premium process your H-1B so the both the petition and change of  status are approved effective October 1st. In such case, you may be able to travel after the approval and before October 1st. Of course, there is the possibility that a CBP inspector may question you on the issue of nonimmigrant intent if he or she discovers that you have applied for and have been approved for H-1B status. As you know, F-1 students are not supposed to have an immigrant intent.
