If title to the mobile home was in the name of your dad and mom, as joint tenants, then with your father's death the mobile home is owned solely by your mom. Neither you nor your sister has an interest. Your mom can gift it to you and your sister by signing over title. Your mom can let your sister live there if she chooses. Your mom can also force your sister to vacate. If title to the mobile home was owned in part by your dad and in part by your mom the situation and rights are different. The part of the mobile home owned by your father would be in his estate. It would be distributed out of the estate in accordance with his Will. If no Will, then by descent and distribution, of your father's ownership interest to stepmother, to you and to your sister. Your mother would retain her ownership interest. As a part owner your sister would be entitled to live there but she must maintain the property. If the costs of maintenance of the property is less than a fair rental then the difference should be paid and divided among the other owners. If your sister allows the property to deteriorate then she can be liable for such waste.

Father is out of it because it went to his wife. Assuming there was a probate of mom's estate, that should handle it. If not, then it should probably be probated to get the title of the house out of the estate. You really need to talk with a local probate attorney to figure things out.
