Probate Code Section 15644 says that the former trustee must transfer all the trust property to the successor trustee. There is no specific statute governing documents, but if the documents are records of the trust, it is obvious that they are trust property an argument that they are somehow property of the former trustee would be frivolous. If you are having problems obtaining documents from the former trustee, you should contact a lawyer to write a letter on your behalf to help you. If you are the former trustee, then you should transfer the documents immediately.
