If one heir out of 6 refuses to sign for a house to be sold, is there a way the others can sell it without that signature?

It depends. Has this gone through probate and been distributed to the heirs, already? Or is the property still in the estate? If it is in the estate, then the Personal Representative can sell without getting ANYONE else's consent.

I need more information. Who is on title to the house right now? Just Mom? Is there a husband? Are there any deceased children of your mother? Did you mother have a will? Is your mother on Medicaid? Did your father have children outside the marriage?

The court will only give you instructions on whether or not you need to file an inventory. As executor/administrator you should hire an attorney to advise you on how to proceed. The will may say whether you are to be paid or not. Often times even when the will says the executor can be paid, if the executor is also an heir and it is family, they often waive the fee. If there is no will then you are likely eligible for a statutory fee of up to 5% of the value of the estate (ie. the proceeds that you collect from selling assets).
