In California, there is rarely a conflict. The Will has no legal effect until after the testator passes away. Quite the opposite, a power of attorney is only effective while the principal is alive (except for a few powers which survive pertaining to last illness and final arrangements). So one doesn't "start" until the other one "ends."

If you die within the first two years of purchasing a life insurance policy, the insurance company may investigate the facts to see if you misrepresented your health conditions prior to death. In order to get records, you will need to obtain letters testamentary, and go through a court procedure to order them. In the alternative, you may be able to subpoena the records by means of a 202 deposition. It's doable, but you will need counsel.

There are insufficient facts upon which to form an opinion. If her stepbrother is sold the piece of land which is in your father's name, and not his, after your father's death, unless he has some form of authority to do so the transfer would tend to be invalid.
