This is not an estate planning question, but what you have is a complete mess. Get a good real estate attorney ASAP. Again, NOT estate planning- get a real estate attorney. You may be able to rescind the deed based on your statement that you really didn't intend to give him the house. To get that, you will have to admit that you were trying to defraud the utility company, but at least it might get you your house back.

Actually a real property question, and potentially very complicated. Short answer, if you recorded first then father doesn't have anything to deed to anybody, so sister is out. However, if her deed was signed first and given to her, and she failed to record, she might be able to change this by suing you.

Assuming there is no will, then the land should have been distributed to your grandmother’s spouse, if living at the time of her death, and to her children living at the time of her death. Children who died, but have children, will have that child’s share distributed to the deceased child’s children.
