Before I sign a waiver of notice form, what does it mean to waive notice of the hearing on the petition and notice of formal proof of the will?

It means that you don't have to know when the hearing takes place. It also means that you are not contesting the validity of the will.

Sounds like you have grounds for challenging the validity of the will on the ground the witnesses were not present when the will was executed by the maker of the will, and there may be collusion by the sister in law to validate the will, signing as a witness to benefit her husband, the beneficiary. Obtain assistance of a probate litigation counsel to investigate and maybe bring a legal action to invalidate the will.

You do not get a power of attorney for someone who is deceased. You would seek appointment as personal representative of his estate. This is done by filing documents with the probate court in the county where he resided at the time of death. I am very sorry for your loss.
