He will not have to pay for your medical expenses out of his separate property and if you are not married, everything he owns right now is his separate property. Any community assets you accumulate may be subject to the terms of Medi-Cal.

An agent under a POA does not have an obligation to continue to be the agent and can resign. A grantor of a POA, if they feel the POA is being mis-used or just doesn't want that person as the agent anymore, has the right to revoke the POA if they have the legal capacity to do so. I think it would be difficult to force either party to remain in their respective positions under the POA if either does not want to.
