The person can act whenever the POA says that he/she can. Generally that is when the principal becomes incapacitated. The form can provide for immediate effect, however. You remove that person by going to court to become appointed guardian and conservator.

Appointed trustee has a duty to faithfully implement all provisions of the trust, as the trustee is charged with acting in a fiduciary capacity for the beneficiaries of the trust; it is suggested you obtain probate litigation counsel , to potentially have the trustee removed and the alternate appointed or a licensed and bonded financial fiduciary appointed, to implement the terms of the trust.
