A trustee is entitled a reasonable fee, based on a number of factors as to the complexity of the estate, the success of the management, and the number of hours invested in the estaet. If you are a beneficiary, then you are entitled to information about the estate's management and an accounting. You may need to meet with a lawyer to issue the demand for the accounting and obtain the information. The lawyer can do what we cannot do here review the trust document, review what you know about the trust assets and the trustee's actions, ask follow-up questions, and provide you with confidential advice.

If your mother is in California, obtain the services of a probate attorney who specializes in conservatorship proceedings and obtain an appointment of yourself as conservator of her person and estate, which will give you the powers to manage your mother's estate for her benefit. Your mother does not appear to have legal mental capacity to issue you a power of attorney which would allow you, to do the same thing , as you can with a conservatorship as the court appointed conservator for her. As to the state of Texas, I have no knowledge to assist you.
