File a complaint with the State Bar of California against both attorneys. As to proceeding with an attorney, sounds like to me you still will need an attorney to complete the administration of the estate. Figure out a way for all of you to come up with the money to pay the attorney to complete this process.

Try to mediate this with your Home Owners Association. Prior to doing this, obtain an inspection and cost report to reduce the noise of garage opening mechanism. When completed then make a demand in writing with the backup detail to repair the door at their cost; if no response advise them you will have the repair performed, and sue them in Small Claims court for recovery of the cost. Don't sue the manager, as the manager is only the agent of the Home Owners Association.
