As trustee, she can move money around. Can she keep everything from you? Not if it has been designated for your benefit. If you think she is doing something wrong you will have to hire an attorney to assert your rights.

Your lawyer can advise you of your next steps. If your sisters agreement was incorporated into an order she can be held in contempt of court for failure to obey a court order. Your lawyer can start the process. You did not indicate if your goal was to transfer the property, divide the property or sell the property. If your sister does not cooperate then you will have to take aggressive court action to force her to act. It is likely that at some point you will have to file a partition action and obtain a court ruling to either divide or sell the property.
