Maybe.  While most states respect a Will drafted in another state if it was properly drafted and executed under the laws of that state, Florida law may have benefits for you which were not available under the law of Rhode Island.  For example, you may be able to pass title to your home free of probate and free of Medicaid Estate Recovery in Florida.

You would need to have your mother sign an "Advance Directive," naming you her health care representative. She does not need to go into all the end-of-life choices, just go so far as to name you HCR. And, yes, 18 is old enough. If your mother cannot sign the Advance Directive, you would need to get guardianship.

Yes. Normally they would create a new document (codicil) to amend the will, but I see no reason why that wouldn't work as long as the witnesses and notary was done correctly.
