Representative Cases & TransactionsTransactionsRecently appointed by the Pennsylvania Labor Relations Board to its panel of fact finders and arbitrators; Helped the Oil City School District negotiate to outsource its entire custodial and food service operations. The decision, which came after 14 months of negotiations facilitated by Mr. Perhacs, will save the district an expected $425,000 annually; Appointed four times as Assistant County Solicitor for Labor Relations by the Erie County Executive, having served both Republican and Democratic administrations. The Assistant Erie County Solicitor has overall responsibility for the negotiation of all six of the County's union contracts and for handling all legal matters relating to the County's employment of over 1,200 employees; Recently served as counsel to the Mayor of the City of Erie assisting with the restructuring of fire and police department contracts; Regularly counsels administrators in school districts of all sizes in personnel matters; Regularly negotiates union contracts for school districts and municipalities throughout Northwest Pennsylvania.
