Frankly, considering the way some police officers treat some people, it does not sound like your rights were seriously violated. Since public drunkenness is not a crime in Wisconsin, I doubt that your question is a Wisconsin problem. Each state has somewhat different laws, and you have reached the Wisconsin corner of this site. It is possible that in your jurisdiction public drunkenness is merely a 'public offense,' and not a crime as such. The violation of your Miranda rights does not mean you go free or the charges are dismissed. It merely means that statements you make while in custody are not admissible in court. It's a much more fragile protection than the media make out. Four hours in a hold but again, it may be so under the laws of your state. You'll have to consult a criminal defense lawyer in your neck of the woods.

They could possibly be used if the prosecuting attorney finds the priors on a criminal history check (DUI's are not just on your driving record but also on a criminal record if reported) and the elements of Georgia's DUI law are the same as California's and they are within the past 10 years. It is a very good idea to have a lawyer in the area working for you in the event those priors are not found at first glance as the difference between a first offense and a fourth offense in California is a felony and significant jail time.
