What will happen with my missed court date?

You should contact the court administrator where you were supposed to appear.? That person should be able to let you know if the case is in warrant status or whether you have some other option other than posting bond and turning yourself in.

What can I expect if I was charged with DWI and possession of controlled substance?

Your question requires an attorney consultation. It is not a simple question that can be answered on this type of forum. There are many factors that would need to be considered and evaluated. A BAC of .06 is below the legal limit for a DUI (which is .08 or above). Where did you get the Xanax and did you have a prescription for it. I would suggest that you contact an experienced criminal defense attorney for a face-to-face consultation and give him/her all of the facts surrounding your case. He/she would then be in a better position to analyze your case and advise you of your options.

Is it an in-house policy which the DUI Program enforces, or is it at the State or Court level?

If you are in Missouri, I'm not sure what program you mean. If SATOP, and you get a second DWI, you would have to undergo more extensive counseling.
