Can I get a new referral to the county I transferred to for my DUI or do I have to go back to the sentencing court?

You must ask for a re-referral from the court that granted permission to do the school in the other county (the court that sentenced you originally).

Is it possible to get a DUI dismissed if I was underage?

No, there is not. It's a zero tolerance conviction. They stay on your record in case you get another drunk driving conviction after you are of age. Then, if you get another one, the Secretary of State revokes your license for a year because they count the zero tolerance conviction you had when you were underage. I am sorry I could not give you better news.
