Do I really need to hire a attorney for a DUI?

I would recommend using an attorney because the potential for jail is so severe, especially if there are any priors at any time.

Can I reduce my liability for DUI if my name is also on the car title?

Get you off the hook with whom, the insurance co., the victim of the accident? If the victim of the accident can establish that you allowed him to drive the vehicle knowing that he is an alcoholic, that victim can take your house as part of the judgment. The insurance company may refuse to pay what they owe, because you violated the contract by allowing him to repeatedly drive drunk. You love your husband? Then either help him get help, or go down with him.

Will the court consider negligent 1 as my second DUI?

I highly doubt it, but I would have to see the facts. For sentencing purposes, a Negligent 1 is considered a prior, so if you are convicted of this DUI, you will be sentenced as a 2nd DUI.
