That's a weird Montana law and I don't know Montana law, but what I take from it is that they have something less than a DWI. So, even if they report it to Texas it won't satisfy as a prior DWI in Texas. And Texas will treat it the same as Montana. It may be on your record, but looks like it will just be on your driving record and not criminal record.

The answer depends on the status of the filing against your friend. a motion for speedy trial may be necessary. Another possibility is to get a bond hearing to reduce his bond. Work with his attormey to get results, he must have had one appointed to him by now
