Is it possible for a first offense under 21 DUI to be allowed to walk away and keep the license?

Not likely. Texas is a zero tolerance state. You may have been charged with DWI or DUI (any amount of alcohol.). You need a lawyer regardless.

Is it possible to have my classes/community service transferred to another state?

CA DMV generally accepts no other state's classes. You can contact them and see if you can get a special waiver and approval for classes in the other state. You'll have to do the community service here, unless you return to court and obtain a court ordered change of probation terms to allow it elsewhere. If you decide to hire counsel for that, contact me. You can move out of state unless your sentencing and probation terms specifically prohibit it.

You should hire a lawyer. You don't need a DUI conviction on your record and you can avoid one by fighting it.
