You need to file a motion to enforce litigant's rights.  Its not very difficult and a form can be found on the New Jersey Judiciary website.  Include the divorce decree, and proof of each expense she was supposed to pay but did not.  Good luck.

Yes, the agreement is enforceable and you do not need to consent to getting divorced. You can not stop him from getting a divorce once he files it.

Can an attorney subpoena bank statements and loan papers from a spouse and have them by Dec. 12th 2013 (almost 2 weeks)?

Yes, you can subpoena the records, and if time is too short he can be forced to bring his copies to a hearing on less notice. I would still do the subpoena to be sure the ones he brings are accurate and complete. As for the other question, that information too can be subpoenaed and if he has voluntarily reduced hours it is possible to have income imputed to him in the amount of the voluntary reduction. YOU NEED AN ATTORNEY NOW!!!
