You should hire an attorney to help you file for divorce. You'll have to make a good faith effort to locate him using any and all information that you have. Then, if you can't, you can "serve" him via publication. The process is complicated though in order for a Judge to find it adequate, so as stated, you should hire an attorney to assist you.

It depends on what papers you are trying to have him sign. In most cases if the other side does not cooperate in some way, you must then file a motion with the court to have the issue heard and possibly signed by the the clerk of the court, depending on the issue.

If your ex is cooperative it will be quick, easy and relatively cheap. If he won't sign the necessary pleadings then it will slow things down and cost more money but he cannot stop the divorce only slow it down and make it more costly for you.
