File a motion for arrearages and request attorney fees. However after getting the order you still have to try to enforce it by attaching his wages etc.

You need to file for divorce and custody of your children. Do not wait. They may not be safe. If you are really worried call CPS. Until there is a court order you have equal rights to your children. Maybe you should pick them up. If you don't act to protect the kids it could affect your custody rights.
