The very best thing to do is to have a full discussion with a local family attorney. You might have to publish in the newspaper, and in order to do that you have to make diligent inquiry about where the spouse is. Child support may or may not be an issue, depending upon the facts of the case, as well as the visitation.

You can file pro se. File a Motion for Contempt/enforcement and outline exactly what he owes and the payment history. Also, in cases like this the Court usually orders attorneys fees and costs.

If you want a divorce you have to pay for it. The clerk charges a filing fee of a little over $400. And attorneys charge money for services.
