The answers to all your questions lie in the divorce decree/property settlement. He is not entitled to forge your name. You should immediately write to the company or entity to which he gave the forged document and make them aware of the fact. Also call the county prosecutor's office and make an appointment to show them the forgery etc.

Your joint account is owned jointly, until a divorce petition is filed with the court, they is no set rules on how to share the money, however once the court steps in, one maybe called to explain how monies jointly owed by the community estate was spent to avoid an assumption of waste or hiding of funds.

I know of no legal basis for forcing anyone to leave any state under any circumstances, except in the case of some sort of immigration violation, in which case it would be up to the INS to take action, not a private citizen.
