I have been married 18 years to a Military Member (officer) and he does not want to give me any benefits. Is that possible? he wants the divorce

To over simplify, you are entitled to half of everything acquired during the marriage—including you husband’s retirement.   The 20 year “rule” is only applicable to medical (and some other) benefits.   I recommend you not sign anything before talking to an attorney.    You should hire an attorney who is very experienced with military retirement issues as well as family law.

The bank can collect from you, you relief is a show cause at the divorce court for his failure to comply with its order if you are damaged by his not doing so. Your liability to the bank is a separate issue and you are liable to them.

What can I do if the divorce papers says 1% is mine and he sold it for I'm pretty sure a lot?

Ideally, your share of interest in the construction company would have been paid to you before the divorce is final in a settlement for what the company's worth was at the time of the divorce. At this point, you may be able to file a suit to enforce to receive 1% of the sale of the company, but you only have 2 years from the date of your divorce to bring this kind of lawsuit. I highly recommend investing in a consultation with a local attorney to find out your options in this case.
