I need to get an affidavit of merit in order to sue my previous attorney. How can I get that.

You need to have your case reviewed by another attorney, and have that second attorney be willing to do the Affidavit of Merit indicating that they have reviewed the case, and that the first attorney somehow deviated from the standard that should have been used.

We have been divorced a little over a year and my ex-husband refuses to adhere to the settlement agreement with regard to his obligations.

You need to file a motion to enforce litigants rights.  Go to your county court house and ask for a "pro se packet".  It will have all of the documents you need to file a motion.  you will get a court date, and your ex will have to go to court and explain why he is not doing what he was ordered to do.  If he does not show up a warrant will be issued.  the court may impose a fine or penalty on him for not doing what he was supposed to do.  Good luck !
