I believe that you can do a consent order for your spouse to sign that says they are waiving that period of time and so are you and submit all of the paperwok to the court.

You will need to follow the law in Illionois.  You have to be in the State of New Jersey for one year for New Jersey courts to have jurisdiction.  As far as New Jersey is concerned, you are still a resident of Illionois and your case will be heard there, according to Illinois law..

I don't think you owuld be since you didn't meet the terms of the law that was in existence at the time of your divorce. I do not believe the law is retroactive.
