You could file a police report for a stolen vehicle. That might get somebody's attention. You could call the ex-wife and say that she is driving your car and you have no intention of signing it over to her. You could get a repo service to take the car back for you. You could, and should, file for divorce and ask for all of your personal property to be returned to you.

The fastest you can get divorced in Colorado is 91 days after he is served with the petition for dissolution of marriage. The fact that he is in Georgia does not make a difference. However, to be finished in 91 days will require his cooperation. If he does not cooperate to get his financials filed and sign a separation agreement and couple other steps, it can drag on (generally no more than 6 months though in a case like yours). A lawyer can be helpful in cases like this by knowing the process and keeping the process moving forward to get you done as soon as possible.

You can file in the county where you live. If you file jointly as petitioner and co-petitioner, you don't need a waiver of service. If there are no children, you should be able to get though it without any court appearances, but there are some deadlines you have to meet to avoid going to court. I hope this helps.
