About Anna-Liisa Mullis

Anna-Liisa Mullis is an experienced commercial litigator who focuses her practice in the health care legal space. She represents health care organizations and professionals in a variety of matters before trial and appellate courts, as well as in private arbitration. She both defends and prosecutes complex matters such as contract disputes, tort claims, False Claims Act investigations, antitrust disputes, employment disputes and payor-provider disputes. She also frequently defends providers against civil rights complaints, government investigations, and licensure grievances. Anna-Liisa enjoys working with clients to find creative and strategic strategies to address disputes.

In addition to her litigation practice, Anna-Liisa counsels clients on matters involving fraud and abuse, patient privacy, data and innovation matters, and operational aspects of the business of health care. She is known for her ability to build trust with clients in this heavily regulated, complex space. She is also active in the community, devoting time to pro bono work and serving as the board chair of the Ray of Hope Cancer Foundation.

    Experience: Health Care Litigation: Obtained a victory
    damages award on behalf of a hospital seeking to recoup amounts loaned to a physician
    his practice following a three-day hearing in a multiparty arbitration. The case concerned a physician recruitment effort which failed after the physician breached the agreement
    raised novel legal issues concerning regulations governing physician recruitment.
    Secured a complete victory for a large American health care company in an arbitration related to the implementation of a telehealth program during the COVID-19 p
    emic. The plaintiff physician claimed that the client wrongfully terminated his employment when he refused to see patients via telehealth because it interfered with his medical judgment.
    Resolved a lawsuit between physician
    hospital relating to physician's alleged violation of a non-compete agreement. The lawsuit involved novel
    unsettled questions surrounding the application of Colorado's physician non-compete statute.
    Won a motion to dismiss
    complete dismissal of a lawsuit against a health care management services organization alleging tort
    Colorado Consumer Protection Act claims based on alleged violations of Colorado's coordination of benefits laws
    regulations.
    Health Care Advice
    Counsel: Advised health care companies on compliance with requirements of new Colorado statutes, such as the Equal Pay Act, surprise billing law,
    data privacy laws,
    new Federal laws, such as the information-blocking rules associated with the 21st Century Cures Act.
    On behalf of a covered entity, followed up on a vague report from a business associate of a potential HIPAA breach, conducted a thorough investigation of the situation to learn all relevant facts,
    prepared a risk assessment analyzing the situation.
    Performed a comprehensive HIPAA Security Rule risk analysis of a Colorado medical practice
    developed recommendations for enhancement of the client's HIPAA security practices.
    General Litigation: Served as trial counsel on behalf of a plaintiff in a bet-the-company type complex commercial arbitration brought by a Colorado company against a group of defendants whose bad acts destroyed the plaintiff's company. After a three-week arbitration hearing before a panel of three judges, the plaintiff was awarded judgment on several claims, including breach of fiduciary duty,
    a total award of $9.5 million.
