Ted Small has a longstanding commitment to pro bono and public service. He has worked thousands of hours on pro bono matters and also volunteered thousands of hours to community service activities. Some of his most significant contributions occurred during his appointment as a full time pro bono lawyer at Holland & Knight LLP from 1995-97. In that capacity, he worked on a variety of pro bono matters pending around the State of Florida as well as in Washington, DC, including two major civil rights cases, one involving race and gender discrimination claims and the other involving claims related to lead-based paint in public housing. He also developed and coordinated the firm's Adopt-A-Neighborhood project which encompassed corporate, tax, legislative and litigation assistance to non-profit groups in D.C.'s Shaw Urban Renewal Area. Additionally, he represented survivors and direct descendants of the 1923 massacre in Rosewood, Florida concerning the 1994 Claims Bill and the Rosewood Justice Center, Inc. As a solo practitioner since 2004, his pro bono work has focused on mostly on his court appointed role as the guardian advocate for a former foster child who "aged-out", elder law matters, and service as a member of the ABA Commission on Homelessness and Poverty and the ABA Standing Committee on Pro Bono and Public Service.
