About Paul Wilkening

Paul has had a distinguished career in both the public and private sectors, serving hundreds of clients as well as the citizens of the State of Oklahoma. A Chief Felony Prosecutor for the Tulsa County District Attorney’s Office for the better part of a decade, Paul was privileged to have enforced the law in some of Tulsa County’s most notorious crimes. His cases have been highlighted by segments on 60 Minutes, Dateline and PBS Frontline. Having also worked as a litigator in private practice over the span of the last 25 years, Paul has developed a keen sense of presentation of the law and facts, whether before a Judge, Jury or Appellate Panel.

Paul has also represented local governments in their complicated personnel, contract and bonding matters. In this capacity, Paul also gained experience in the federal regulatory requirements of the National Incident Management System (NIMS) and can assist businesses and governments in their structure, training and compliance of the required codes. He has served on the Staff of Instructors at FEMA’s Emergency Management Institute.

Most recently, Paul was privileged to have been appointed to serve as the First Deputy Oklahoma Insurance Commissioner and General Counsel to the Oklahoma Receivership Office from 2011 to 2015. It was in this role that Paul directed the litigation of fourteen (14) receiverships, which protected over $60 million in policy holders assets.

Paul will be serving clients in both our Dallas and Tulsa, Oklahoma offices. When not practicing law, Paul is actively involved in the lives of his two children, their youth sports, church activities, alumni affairs of his alma mater and playing golf.

Paul H. Wilkening is no stranger to complex litigation or high profile cases. He has litigated matters and conducted jury trials that have been featured on 60 Minutes, 20/20, Dateline and PBS Frontline, among others. With that wealth of jury trial experience over his 30 years of practicing law, Paul is ready to tackle the issues that our Clients fear the most. Paul will be practicing in SettlePou’s Commercial Litigation, Business/ Insurance Receivership and Non-Subscriber Defense practices, as well as limited Federal and State Criminal Defense.
