If he was in custody, he gets credit. If he was not in custody, he does not get credit. (And, anyone who told him that they got credit when they were not in custody is not being honest with him. Imagine that.)

No one can stop anyone from making accusations. The police and prosecutor looks to see if there is any evidence to support the allegations. If not, nothing happens. If there is, she could be prosecuted.

If there are no witnesses, the case will be dismissed. But, if they have been served with a subpoena and they do not show up, the State can ask for them to be picked up and brought to court.
