Honesty is generally the best policy. If the arrest will show on your background check, then tell what happened. It will look worse if you say no and they find it on a background check. Also, with some companies, lying on the application is grounds for discharge.

Not quite sure what you are asking. If are saying it is a pending case, then clear your license so you can get it back. Many times prosecutors will dismiss if that is done. If you are already convicted, you cannot get it off your record. If you received deferred and successfully completed it, then you can move to seal it. If the case is dismissed, you can file a lawsuit in civil district court to expunge your record.
