This is a common problem I encounter in my immigration practice. Hopefully your attorney has copies of the records. If they were expunged you can't get the record because it has been destroyed. See your immigration attorney to get help.

Why is it being brought up by Arlington City and with the many background checks I got the theft charged in Texas seven years ago never raised a flag?

If your theft case resulted in a conviction then it will always be there. If it was dismissed you may be able to have it expunged.

Call the court clerk to see if it's been re-scheduled. If not, then ask that it be added to the next available calendar. If a warrant has been issued, then arrange to surrender yourself, preferably with a lawyer.
