I suppose that in general, anyone in public could be filmed. Its the purpose of the filming where there may be difficulties. There can be all sorts of problems with publishing such filming. Police officers can investigate activity that is suspicious. Stop and identify cases have a long history, and there are many rules. The short answer is, NO. An arrest for a misdemeanor must be within a reasonable time after the offense. This is called the ?Stale Misdemeanor Rule. This usually requires the officer to arrest someone the same day as the offense. However, if an arrest warrant is obtained then an arrest can occur anytime so long as the one year Statute of Limitations for obtaining the warrant is met. Now in your case, if you were stopped and issued a traffic citation recently you could get a letter from a city attorney or district attorney indicating that a misdemeanor complaint has been filed. And the letter will let you know the court date. Though filing such a complaint is very unlikely, as most citations go straight to court without anyone checking your driving record. If your license is currently suspended, I strongly suggest that you retain the services of and attorney. And get that suspension cleared before any court appearance and before you get another ticket. The next time they could arrest you and impound, and in some circumstances, sell your car.
