Can an attempted assault charge be dismissed if the victim started the fight?

It is  possible for an attempted assault to be dismissed if the victim is the initial aggressor.   Keep in mind that calling someone names does not rise to the level of initial aggressor. In addition, if there is video of the assault, then it makes an outright dismissal less likely.   However, Any behavior on the part of the victim to provoke the attack can potentially act as mitigation in your friend's actions.  I hope this helps.

Does it literally say "to the parents of 'X'" All I know is that if I were you, I'd have a sit down and a long talk with that 17 year old girl. I bet she know what this is about!
