You have very limited legal duty to report such violations. I would however be concerned regarding the driving without a license and tags, that also probably means without insurance as well, therefore putting the children at risk in case of an accident.

I assume you were arrested and charged with theft/shoplifting. If the store does not appear on the date of trial, which will be months after your initial appearance (and this failure to appear will be very unlikely), the case could be dismissed for speedy trial reasons. It would probably be best to meet and consult with an attorney.

In order to get you to testify, the City Attorney would have to subpoena you by personal service within California. If you are out of state, they would not be able to force you to testify. Whether or not the charges would be dropped would be up the City Attorney handling the case and whether there is enough evidence to convict the defendant without your testimony. Hope this helps.
