Legal? You haven't described anything wrong with the stop. You admit the bulb was out and your license was suspended. Police are supposed to impound the vehicle when you don?t have a licensed driver to take it away. You must pay the tow and storage to get your vehicle back, regardless of the validity of the stop. The longer you wait, the higher the fees.
