You should have your driving privileges restored by now by completing the DMV and Court requirements. Your rights, if this was a Misdemeanor should be "restored" and you should have no problems getting a passport. If this was a Felony DUI then that conviction remains and can possibly, not necessarily interfere with getting a Passport.

If all restraining orders and non contact orders have expired or been ended by court order, then you can do as you like. Otherwise, you'll have to go to court on Motions to modify or cancel the orders.
