You need to hire a private criminal defense attorney for this matter. It is either that or wait for the public defender to be appointed. You are not going to get magic answers to specific legal problems over the internet.

If I use a handicap decal and go to court but did not take the class, could I face jail time?

If you have been charged with a crime, you need to retain a private criminal defense attorney. If part of the resolution of a case was that you had to take a class, and you do not take the class, a violation of your probation might be forthcoming, and for that you can be jailed until the judge gets around to seeing you.
